Paul Foster, President and Chief Executive Officer for Western Refining, Inc. has been appointed by President George W. Bush to serve on the National Petroleum Council.
Foster received news of the appointment via an invitation by Secretary of Energy Samuel W. Bodman. His first meeting with the Council was in September in Washington, D.C. In selecting the membership, special attention is given to assure a well-balanced representation from all segments of the oil and gas industries, all sections of the country, and from large and small companies. Foster’s appointment will represent the views of independent oil transporters, refiners, and marketers.
The National Petroleum Council (NPC), a federally chartered and privately funded advisory committee, was established by the Secretary of the Interior in 1946 at the request of President Harry S. Truman. The purpose of the NPC is solely to represent the views of the oil and natural gas industries in advising, informing, and making recommendations to Congress and the President on any matter relating to oil and natural gas.
The most current report compiled by the NPC was a study on global oil and natural gas as outlined in their 2007 report, Facing the Hard Truths about Energy: A Comprehensive View to 2030 of Global Oil and Natural Gas.
Foster is also a member of the Western Petroleum Marketers Association, the Western States Petroleum Association, and the National Petroleum Refiners Association.
