El Paso County Judge Anthony Cobos told the county purchasing agent on Monday not to notify the companies and law firms that submitted proposals to become the county’s federal or state lobbyists. Then he called a special meeting of Commissioners Court for today to hear presentations from and possibly take action on prospective lobbyists.
Only two representatives of two lobbyist firms, both with local offices, showed up, but that didn’t keep Cobos from inviting them to make their presentations in the absence of the other competitors.
Hector Delgado, representing the Austin-based law firm of Bickerstaff Heath Delgado Acosta LLP, declined on ethical grounds.
“I would prefer not to,” Delgado said. “We’d like to keep a level playing field.”
Delgado and former County Commissioner Carlos Aguilar were the only two representatives of prospective lobbyists present. Aguilar is associated with the firm of Hector Uribe, a former state senator for Brownsville.
Before today’s meeting started in the county judge’s conference room, the issue of the propriety of hearing presentations arose in discussions involving county Purchasing Agent Piti Vasquez and deputy Purchasing Agent Joe Lopez and with Delgado and Aguilar.
“Did they call you?” Aguilar asked Delgado, who resettled in El Paso last year.
“No, we just saw it on the Internet,” Delgado said, referring to the posted notice of today’s special Commissioners Court meeting.
“So did I,” Aguilar said.
Vasquez said Cobos specifically told him on Monday – the day the proposals were opened – not to notify the respondents that there would be a special meeting today for presentations.
“Well, it’s not fair,” Vasquez said when asked if it would be proper to hear presentations under such circumstances.
“If they’re going to do presentations, then we’ll have to speak up and say we can’t because we didn’t give proper notification,” Lopez said.
Vasquez added, “I was told 'no notifications,' that nobody was going to do a presentation, that all the Commissioners Court was going to do is review and either short list or make recommendations for a later date to come and make presentations.
“That’s what I was told Monday.”
But that day, Cobos’ office set up today’s special meeting with an agenda calling for Commissioners Court to “receive presentations … regarding state and federal lobbyists” and to “discuss and take appropriate action.”
Vasquez repeated his statement that he was “told not to notify” during today’s meeting in response to a question from Assistant County Attorney Lee Shapleigh.
Cobos did not explain why he directed the purchasing agent not to notify bidders for lobbying contracts about a meeting today.
After being advised that it would be improper to go forward with presentations, Commissioners Court discussed hearing presentations after the November election.
Cobos said he would like to eliminate some of the lobbyist firms without hearing from them, but Commissioner Veronica Escobar challenged the idea of eliminating competitors before hearing from them.
Commissioners Court voted to hear proposals from all nine bidders at a meeting on an unspecified date after the election.
Commissioner Luis Sarinana said he was disappointed more firms didn’t have local representatives and seemed to indicate a preference for an El Paso firm.
Newspaper Tree was unable to visit with Cobos or his chief of staff, Jaime Perez, after the meeting.
Commissioner Veronica Escobar said she was troubled by Sarinana’s comment because she worked with Cobos on the specifications for the lobbyists’ qualifications and having an El Paso office never came up.
“I don’t remember anyone fighting for that when we drafted the specs,” she said. “When you have the court now indicating that it’s a key component but they didn’t bother to tell the competitors that in the specs, then it shouldn’t be a disqualifier for anybody.”
She said she was surprised that Cobos would call a meeting to hear presentations without bothering to tell the competitors and then offer to hear presentations from the two that came.
“What would have done is create a tremendous disadvantage for the others,” Escobar said. “I was very impressed with the ethics of Mr. Delgado, who rejected it as unfair and said he wouldn’t do that.”
She said she was also surprised that Cobos spoke in favor of eliminating certain competitors even though he said he had not read their presentations.
“Why would you eliminate competitors when you yourself haven’t read though their packets?” Escobar said.
The firms that submitted proposals to become the county’s lobbyists in Washington are Alcalde & Fay, Austin Copelin & Reyes LLC, McAllister & Quinn LLC, Patton Boggs LLP and Van Scoyoc Associates Inc.

Is Cobos mental or on drugs? What is wrong with him? Napolean syndrom? This man is unbelievable. He needs to go. And, yeah right, I believe Carlos Aguilar that he knew about the meeting from the Internet posting. This man will never change, nor will Cobos and Sarinana. They give Hispanics a bad name and I am fully ashamed of them.
Kudos to Mr. Delgado. I know you sleep well at night, can look yourself in the mirror every day, and have a family that is very proud of you.

It sounds like the high paid "CEO" doesn't know the ethical way to handle contracts. I'm sure glad that he feels he deserves all the money he makes. Imagine the job he would do if he still made his old amount?

it appears to me that cobos and veronica escobar are getting into a dog fight and veronica appears to be favoring delgado and i feel this action is inappropriate and having local reps is very important for the entire community!!! we are tired of consultants and lobbyists from out of town and not understanding our community needs. we understand delgado and aguilar are local guys and we greatly appreciate there services!!! Veronica, PLEASE KEEP IT ON A FAIR PLAYING FIELD!!!

Let's face it Cobos and Escobar are like children they don't mind their manners at the dinner table. Both Delgado and Aguilar are well respected business people. I'm even surprised that they would even consider participating in the process. It seems like we like to kill our own kind.
Having a local component representing us in Austin, TX is very key, even Paris Hilton would know this! I'm surprised and appalled that my County Commissioner Escobar would suggest otherwise. I think Sarinana was right on target by wanting local representation. Hey!!! If our two local guys were right on top of it by looking at the website more kudos to both of them!
We know that Aguilar is a self-made business man. Smart of him teaming up with former State Senator Uribe. Aguilar has always rejected the good ole boy network, so we knew that the local heavy honchos will try thier best to tear him down. Delgado is a good ole boy network insider and a saavy attorney! When will Cobos stop and realize that the only one short of an IQ and obvious continuation of why he has been named to be fitted in a soon to wear blue jumpsuit is Cobos himself. The man continues to extend his need to give to only those he prefers in an interest to continue his career of money making. Cobos, Sarinana & Teran are like Wardyland all over again.
There are very few people who support Carlos Aguilar: The three members of commissioners court (Cobos, Sarinana & Teran) and one state legislator: Norma Chavez. I wouldn't be surprised if "Letty" were Chavez herself, who benefits financially from some of Aguilar's schemes.
Thankfully, Crowder is on the case. Without thoughtful, intelligent reporting, we wouldn't know about these basic, elementary corrupt schemes to offer gravy trains to people like Aguilar (and, I wouldn't be surprised, if somewhere, somehow, Norma Chavez --or "letty"--got to financially benefit from this, too).

Hector Delgado and his law partner Alex Acosta are shining examples of El Pasoans that have educated themselves, done great work and have given back to the community. How many times would someone "make it" have a great home and practice and another city and move BACK to El Paso. I just question their judgment in wanting to work with this pack of miscreants (malparidos), they dont need the money!

Letty O., who in reality is Norma Chavez? She wants her good buddy Carlos Aguilar to get this contract. Her point about "going local" is drivel. There is absolutely no advantage to having a local lobbyist in Austin or D.C.
The Ccunty needs a professional, ethical, skilled lobbyist with excellent contacts and plenty of experience working with the movers and shakers. Carlos Aguilar ain't that guy. To put it kindly, he's shady, and the fact that Sarinana and Cobos (both of whom are alleged un-indicted co-conspirators in our federal public corruption investigation) are trying to steer the contract to him should give anyone pause.
Letty/Norma wants her buddy Carlos to get a big, fat contract. I wonder what's in it for her?
The irony about Letty/Norma pontificating about "killing our own kind" is too much. That's precisely what she does at every opportunity--she looks for every opportunity to attack anyone, like Escobar or Marisa Marquez or anyone else Letty/Norma regards as a threat to her.

What Cobos did is probably illegal!!!! Procurement procdedures are strictly defined and this is outside of those procedures.

Letty O. your comments are as ridiculous as the commissioners and judge who think their decisions are not obvious or bias. Just because Carlos Aguilar's name has not been mentioned since his removal from the Commissioners Court by Voters doesn't mean that El Pasoans have forgotten who he was or still is. Ask Larry Medina that question he still cannot get voted back into anything. Like Aguilar he must wait for favors from those who can appoint or anoint them to something. Only a close loved one would be blinded by the truth, and that is understandable.

I guess you guys are afraid of Norma. Letty O. is Norma. That's not libelous. Second, Cobos and Sarinana are un-indicted co-conspirators. They are not "alleged" unindicted co-conspirators.
The Ketner information states unequivocally that Cobos and Sarinana are co-conspirators. They are described with such specificity that there can be no doubt. This was of course intentional on the part of Debra Kanof. Cobos and Sarinana have yet to be indicted. That makes them un-indicted co-conspirators. Adding "alleged" is superflous, inaccurate and unnecessary.
If your lawyers are telling you to add this stuff, they don't know the law. Get better lawyers.

seems like everyone is in love with Veronica and her unbelievable sense of judgement. Veronica is just a puppet for Elliot and Jose R. Seems these two want Hector Delgado and his cohorts to get the lobbying contract because they left El Paso and then came back to make El Paso "nicer." I'm sick and tired of these types. Stay in El Paso and make the best of it. The only reason that they are back is because they stand to make a lot of money. They are not here to make El Paso better. Ask for Western Playland and it's relocation, Sunland Park can keep it and it's cheap rides. I wonder if Pat is showing his "books" to the Sunland Park people.
